A Certificate of Origin or Form A is an evidence of a country of manufacture & normally made out by the Dept Chamber of Commerce which is a private org in Thailand and not the Government. . GSP stands for the Generalized System of Preferences. It helps developing nations like Thailand to speed up their economic development by allowing their exports to enter countries with origin stamped or for duty free purposes. The only requirement was that a particular country be first approved for the GSP list of countries and that the appropriate Certificate of Origin, Form A, be attached with the shipment. To meet such a standard was not only based on the economic criteria but also subject to meeting certain political guidelines. For Germany you must get a Cert of Origin from the DFT dept.

A Certificate of Origin is a document used to verify the country of origin of the item being exported, while a Form A Certificate of Origin is used to support certain products to claim for preferential tariff entry into a number of developed countries under the Generalised Systems of Preferences (GSP).

 

If a country is on the GSP list, you, as an importer, can import goods from that country duty free provided that your shipment is accompanied with the Form A document. If, however, your shipment arrives without such a document or the country loses the GSP classification while your goods are in transit, you will have to pay duty on your goods based on a classification out of the Harmonized Tariff Schedule under which your goods are entered through the US Customs. The only products, typically, that do not qualify for the duty free exemption under GSP are garments and textile articles in general. The only nations that are excluded from this limitation are the those that are classified as as a Least Developed Beneficiary Developing Country under the GSP.

Under the EU Generalised Preference Scheme of which China is a beneficiary, a valid Form A Certificate of Origin is required to claim preferences when the goods from China entering the EU countries. If importing some items from China to Thailand to qualify for lower import duty taxes on these items, you must present a Certificate of Origin (Form E) approved by the China Council for the Promotion of International Trade. The Chinese supplier if they are an approved exporter can get this document but may charge costs $100-180 USD to process, and takes at least 3 days to prepare. Make sure the form arrives before the shipment not after. We can arrange if you want us to be your clearance agent.

SHIPPING PERSONAL:When shipping personal items you do not need to have CO. However if new items you bought sometimes you need to have so check first.

YOUR RESPONSIBILITY:

When shipping sometimes the ship will arrive at another entry port and then devanned especially for LCL cargo. Do not worry the goods will be then trucked to the destination port as written in your quote. Some senders have been told they have to pay extra in the receiving country but this is not true. Our job in Thiland is to make sure the goods your are sending arrive safely in the destination port and we make every effort to make sure. However there have been instances when goods go in a round about travel route but this is the shipping line (ship) route which we cannot change. We send FOB (free on board the ship) or CIF (Cost insurance and freight) or CF (Cost, freight).

Once the shipment reaches its destination port then we are not responsible.

SENDING GOODS OUT OF THAILAND:

When asking us for a quotation and you wish to send personal items please tell us exactly what you are shipping. Itemize all articles so we can tell you if you need fumigation, clearance from Customs and Fine Arts depts etc. We will not quote you if you do not list all items you wish to ship. Try to work out how many cubic metres you need to ship. Min 1cbm and this means 1m x1m x1m. LCL = MEANS LOWER THAN CONTAINER LEVELS. Over 1cbm the price gets cheaper so the more you do the cheaper it becomes.

BUDDHA HEADS OR STATUES:

Buddha heads are very sentitive for Thais to send so be aware as many shippers will not ship because one item may be a head that now needs to be cleared by the Dept of Fine Arst and the Customs.
